Lots of Fertiliser manafacturers use Urea as a Nitrogen (N) source. Urea is cheaper to use than other ingredients such as Ammonium Nitrate. The problem with Urea is it is not usable by plants untill broken down first by bacteria. When it is broken down it is converted to ammonia which drives up ph causing spikes. Hard water formulations often contain a lot more Urea than regular fertilisers as they contain less Calcium Nitrate which is another Nitrogen source.
